Russia-Ukraine crisis

Russia-Ukraine crisis

Extended Producers Responsibility(EPR) Guidelines

🔆 Extended Producers Responsibility(EPR) Guidelines

✅ The Ministry of Environment, Forest and Climate Change has issued notification on Extended Producers Responsibility to regulate plastic packaging under Plastic Waste Management Rules 2016.

♻️ Objectives:

✅ The guidelines have been issued on Extended Producers Responsibility to strengthen the circular economy of plastic packaging waste.

✅ This will create a roadmap for businesses to move towards sustainable plastic packaging.

♻️ The guidelines:

✅ The guidelines give a proper framework to improve the management of plastic waste and make it mandatory to reuse rigid plastic packaging material.

✅ The recycling of plastic waste under EPR guidelines along with the use of recycled plastic content will reduce plastic consumption and promote the practice of recycling.

✅ The guidelines set up a market mechanism for plastic waste management through the allowance of sale and purchase of surplus extended producer responsibility certificates.

✅ It will be implemented through a customised online platform that acts as the digital backbone of the system. This will enable online tracking and monitoring of EPR obligations and will decrease the compliance burden on the companies with the aid of online registration and filing of annual returns.

✅ It will also impose environmental compensation based on the polluter pays principle if the guidelines are not obeyed by the producers, importers and brand owners. As a result the pollution levels will be kept under check

✅ In order to prevent the mixing of plastic packaging waste with solid waste, the producers, importer and brand owners may avail the provisions like deposit refund system or buy back or any other model.

Negative Yield Bonds

Negative Yield Bonds

🌳Are debt instruments that offer to pay the investor a maturity amount lower than the purchase price of the bond.

🌳These are generally issued by central banks or governments, and investors pay interest to the borrower to keep their money with them.

Reasons behind buying Negative Yield Bonds:

🌳To create a diverse portfolio: Many hedge funds and investment firms that manage mutual funds invest in negative bonds in order to diversify their investment.

🌳To use them as collateral: Bonds are often used to pledge as collateral for financing and as a result, need to be held regardless of their price or yield.

🌳To take Benefit from Currency Gain: Foreign investors might believe the currency's exchange rate will rise, which would offset the negative bond yield.

🌳To Avoid Domestic Deflation Risk: Domestically, investors might expect a period of deflation, or lower prices in the economy

India and Afghanistan Relations

📝India and Afghanistan Relations

📝 Background ( Part 1 )

🔸Relations between the people of Afghanistan and India traces to the Indus Valley Civilisation.

🔸The Durand Line is the 2,430-kilometre International border between Pakistan and Afghanistan. Sir Mortimer Durand had drawn this line in 1893 between Afghanistan and then British India, which later got divided into two countries India and Pakistan in 1947.

🔸 The Durand Line cuts through the Pashtun tribal areas and further south through the Balochistan region. It politically divides ethnic Pashtuns, as well as the Baloch and other ethnic groups, who live on both sides of the border in Afghanistan as well as in Pakistan.

🔸 During the Soviet intervention (1979-89), India was the only South Asian nation to recognise the Soviet-backed Democratic Republic of Afghanistan. India also provided humanitarian aid to then Afghan President Najibullah's government. Following the withdrawal of the Soviet forces, India continued to with humanitarian aid.

The Kulbhushan Jadhav Issue

📝The Kulbhushan Jadhav Issue

🔶 Pakistan claimed to have arrested Jadhav from Balochistan on March 3, 2016. India maintains that Jadhav was kidnapped from Iran where he was involved in business activities after retiring from the Indian Navy in 2002.

🔶 In April 2017 Pakistan's military establishment announced that Jadhav would be hanged.

🔶 Shortly after India approached the International Court of Justice (ICJ. As India was denied Consular access to Jadhav. India has accused Pakistan of violating the Vienna Convention.

🔶 Pakistan contended that the Vienna Convention provisions on consular access were not intended for a "spy" involved in subversive activities.

🔶 India believes the ICJ can look into Jadhav’s case as both the countries are signatories to the optional protocol of the Vienna convention on consular relations (VCCR). The protocol says any dispute arising out of the interpretation or application of VCCR shall lie within the jurisdiction of the ICJ.

🔶On 18 May 2017 International Court of Justice stays death sentence given to Kulbhushan Jadhav by Pakistani military court until further notice.

🔶 This is the first time after 1971 that India has turned to the ICJ in a dispute with Pakistan.

🔶 In September 1974, India spelt out the matters over which it would accept the jurisdiction of the ICJ, replacing a similar declaration made in 1959.

🔶 Among the matters over which India does not accept the ICJ jurisdiction are: “Disputes with the government of any state which is or has been a member of the Commonwealth of Nations”.

🔶Moving the ICJ amounts to taking disputes with Pakistan to a multilateral forum, which New Delhi tends to avoid.

Sustainable Cities India Program

🔆Sustainable Cities India Program

✅Why in News : the World Economic Forum and the National Institute of Urban Affairs (NIUA) signed a MoU to collaborate on a jointly designed ‘Sustainable Cities India program’.
🔸The ‘Sustainable Cities India' intends to enable cities to decarbonise in a systematic and sustainable way that will reduce emissions and deliver resilient and equitable urban ecosystems.
🔸This initiative is in synergy with India’s commitment to turn net zero by 2070 as a climate mitigation response at COP26.

▪️What are the Key Points of ‘Sustainable Cities India Program’?

✅The program aims to create an enabling environment for cities to generate decarbonization solutions across the energy, transport, and the built environment sectors.
✅The Forum and NIUA will adapt the Forum’s City Sprint process and Toolbox of Solutions for decarbonization in the context of five to seven Indian cities across two years.
✅City Sprint Process: The City Sprint process is a series of multi-sectoral, multi-stakeholder workshops involving business, government, and civil society leaders to enable decarbonization, especially through clean electrification and circularity.
✅Toolbox of Solutions: It provides a digital platform containing over 200 examples of clean electrification, efficiency and smart infrastructure best practices and case studies across buildings, energy systems and mobility from over 110 cities around the world.

▪️What is the Need for Decarbonisation?

✅As per the World Economic Forum’s Global Risks Report 2022, densely populated countries that are highly dependent on agriculture, such as India, are especially vulnerable to climate insecurity.
Decarbonization in cities is a real opportunity to keep global warming well below 2°C and cities in India can make an enormous contribution in reaching this goal.
✅The World Economic Forum’s Net Zero Carbon Cities’ mission is to create an enabling environment for clean electrification and circularity, resulting in urban decarbonization and resilience.
✅The program aims to do this by fostering public-private collaboration to bridge the gap across the energy, built environment and transport sectors.

Pensilungpa Glacier:

🔆Pensilungpa Glacier:

✅The Pensilungpa Glacier is located in Zanskar, Ladakh.

✅It is retreating due to an increase in the temperature and decrease in precipitation during winters.

✅The Zanskar Range is a mountain range in the union territory of Ladakh that separates Zanskar from Ladakh.

✅Geologically, the Zanskar Range is part of the Tethys Himalaya.

✅13000 feet high Zojila Pass is in the extreme northwest of Zanskar range.

plastic park

🔆Plastic Park

✅why in news: Union Government has given the final approval for setting up a plastic park at Ganjimutt in Mangaluru.

✅It will be set up on 104 acres of Karnataka Industrial Areas Development Board (KIADB) land.
✅ In that, 50% of the project cost will be borne by Union Government and remaining 50% by KIADB.
✅ KIADB will create a special purpose vehicle (SPV) under its purview to implement the project.
✅A polypropylene unit is to be set up in the park. This unit will provide raw materials to the polymer and plastic units inside the park.
✅Polypropylene is a thermoplastic polymer. It is mainly used in plastic packaging.

▪️Need For Plastic Parks :

✅The share of India in world trade of plastics is very low, it is about 1% in the global plastic exports market.
✅ The Indian plastics industry is huge but highly fragmented with the dominance of small and medium units and thus lacks the capacity to take advantage of this opportunity.
✅These parks have great potential for attracting investments and generating more employment opportunities for the local population.

▪️Plastic Park Scheme

✅ Under this scheme the Plastic Park are being developed by State Governments with the grant-in-aid funding support from Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers.
✅The Central Government provides grant funding up to 50% of the project cost, subject to a ceiling of Rs.40 crore per project.
✅The ministry has approved setting up of 10 Plastic Parks in the country.
✅The Scheme aims to increase the competitiveness and value addition in the plastic processing industry.

Unravelling Tectonic Evolution

🔆 Unravelling Tectonic Evolution

✅ The tectonic evolution and the nature of the Greater Maldive Ridge have been traced by a group of researchers from the Indian Institute of Geomagnetism which is an autonomous institute of the Department of Science and Technology.

♻️ About the study:

✅ The important geodynamic features in the western Indian Ocean have been a part of several scientific debates.

✅ The Maldive ridge is an aseismic ridge that is not involved with earthquake activities.

✅ The ridge is located in the western Indian Ocean, southwest of India.

✅ This was for the first time that a study was carried out by a group of Indian researchers in the region.

✅ The Greater Maldive Ridge was mapped using high-resolution satellite driven gravity data.

✅ It has been postulated that the Maldive Ridge might have been subducted by an oceanic crust.

✅ The study systematically mapped the depth to the boundary between the earth’s crust and the mantle which demarcates a discontinuity known as the Mohorovicic discontinuity.

♻️ Observation:

✅ It was observed that the Moho discontinuity is deeper over the Maldive Ridge segment and shallows southwards in the Deep Sea Channel region.

✅ The effective elastic thickness (a determining factor for the strength of the Lithosphere), denoted as Te, was lower in the Maldive Ridge compared to the Deep Sea Channel Region.

✅ Effective Elastic Thickness –  It is the estimated thickness of the elastic plate that would respond to applied loads in a manner similar to that of the heterogeneous lithospheric plate.

♻️ Inference:

✅ The researcher found a probability that the Maldive Ridge and the Deep Sea Channel region is oceanic in nature with the presence of underplated materials associated with the Reunion hotspot volcanism.

✅ It is suggested that the Maldive Ridge was formed closer to the Mid Oceanic Ridge which is a new ocean floor created due to the divergence of continental plates.

✅ The Deep Sea Channel Region was under a long transform fault which neither created nor destroyed any part of the lithosphere.

✅ The hindered melt production gave rise to a gap between Chagos and Maldive Ridge during the plume ridge interaction.

✅ This could be a possible reason for the aseismic characteristic of the Maldives Ridge.

♻️ Significance of the study:

✅ The study provides a better understanding of crustal architecture, isostatic compensation mechanism and the tectonic evolution of the region studied.

✅ It also facilitates a clearer understanding of the evolution of ocean basins.

✅ This study will be an enabler to reconstruct the original Gondwanaland break up and dispersal that resulted in the present-day configuration of the earth that we witness today.

Ploughing a new channel for India’s food systems

#AGRICULTURE

■  Ploughing a new channel for India’s food systems-

✅Efforts are being made to spur national and regional action to deliver the United Nation’s 17 Sustainable Development Goals (SDGs) through transforming food systems

✅Recently, the UN Food Systems Summit took place which called for action by governments in five areas: nourish all people; boost nature-based solutions; advance equitable livelihoods, decent work and empowered communities; build resilience to vulnerabilities, shocks and stresses; and accelerate the means of implementation.

✅Such a transformation in the Indian context would involve enhancing interfaces between the spheres of science, society and policy, focusing on sustainability, resource efficiency and circularity.

● India’s journey to food security:

✅India’s Green Revolution in the 1960s, enabled food security and addressed widespread hunger and poverty.

✅It was achieved not only through science and technology and the development of improved high-yielding varieties of rice and wheat but also through policy measures and development of institutional structure.

✅It included a vast agricultural research and technology transfer system at the national, regional, State and local levels.

✅The Training & Visit (T&V) system introduced in the 1970s with World Bank assistance was key to the science-society interface as it established a cadre of agriculture extension specialists at the local level.

● Ground reality of India’s food security needs:

✅India is now self-sufficient in food grains production in the macro sense. However, it has about a quarter of the world’s food insecure people, a pointer to the amount of food necessary to allow all income groups to reach the caloric target (2,400 kcal in rural and 2,100 kcal in the urban set-up).

✅Nutrition indicators have marginally improved over the years. However, macro- and micronutrient malnutrition is widespread, with 18.7% of women and 16.2% of men unable to access enough food to meet basic nutritional needs, and over 32% of children below five years still underweight as per the recently released fifth National Family Health Survey (2019-2021) phase 2 compendium.

✅India is ranked 101 out of 116 countries in the Global Hunger Index, 2021. Not surprisingly, widespread concerns about poverty, malnutrition and the need for a second Green Revolution are being made in tandem. The country faces the dual challenge of achieving nutrition security, as well as addressing declining land productivity, land degradation and loss of ecological services with change in land use.

● Steps needed to overcome the associated challenges:

✅The siloed approach of ‘agriculture’ serving ‘food security’ needs must give way to ‘food systems’ for ‘sustainability’ and ‘better nutrition’ and

✅It must embrace the range of activities and actors involved in food production, aggregation, processing, distribution and consumption embedded in their socio-economic and physical context.

✅In the context of the intensifying economic, environmental and climate challenges and crisis, the need of the hour is a good theory of transition encompassing the spatial, social and scientific dimensions.

✅It must be supported by policy incentives and mechanisms for achieving a sustainable, resilient and food secure agriculture.

● Enhancing sustainability:

✅An agro-climatic approach to agricultural development is important for sustainability and better nutrition.

✅Harnessing the spatial diversity of agricultural production systems adopting the principles of sustainability, resource efficiency and circularity could correct the limitations and unintended consequences of the Green Revolution.

✅These are the loss of indigenous landraces, soil nutrients depletion, groundwater stress, excessive use of agrochemicals and its residual presence in foods and environment, income gap between large, marginal and small farmers, and the gap between irrigated and rain-fed areas.

Understanding the Indus Water Treaty

Understanding the Indus Water Treaty

✅A 10-member delegation from India will visit Pakistan to attend the 117th meeting of the Permanent Indus Commission.

✅The Indian Commissioner of Indus Waters will lead the delegation visiting Pakistan.

● Pakistan's possible objections

✅A possible objection to 3 hydro-power
projects:

✅1. 1000 Megawatt (MW) Pakal Dul project,

✅2. 48 MW Lower Kalnai project,

✅3. 624 MW Kiru project.

● The Indus Waters Treaty

✅The Inter-dominion accord was adopted in1948.

✅India to supply water to Pakistan in exchange for an annual payment.

✅It is a Water-Distribution Treaty signed in 1960 brokered by the World Bank.

✅India has control over water flowing in the eastern rivers - Beas, Ravi and Sutlej.

✅Pakistan has control over the western rivers Indus, Chenab and Jhelum.

✅The water commissioners of Pakistan and India are required to meet twice a year.

✅Both sides are required to share details of the water flow and the quantum of water being used.

✅It sets out a mechanism for cooperation and information
exchange between the two countries regarding their use of the rivers.

● Some Key provisions

✅It prescribed how water from the Six rivers of the Indus River System would be shared between India and Pakistan.

✅3 western rivers - Indus, Chenab and Jhelum to Pakistan, 3 Eastern rivers -Ravi, Beas and Sutlej to India.

✅80% of the share of water or about 135 Million Acre Feet (MAF) went to Pakistan, & the rest 33 MAF or 20% of water for India.

✅Both sides to establish a Permanent Indus Commission constituted by permanent commissioners.

● The functions of the commission include:

✅1. serve as a forum for exchange of information on rivers,

✅2. For continued cooperation,

✅3. A first stop for resolution of conflicts.

✅Annexure C allows India certain agricultural uses over the waters of Jhelum, Chenab and Indus.

✅Annexure D allows India to build 'run of the river' hydropower projects(projects not requiring live storage of water).

✅Treaty also allows Pakistan to raise objections over such projects being built by India.

✅India is allowed to have a minimum storage level on the western rivers(can store up to 3.75 MAF of water for conservation and flood storage purposes).

✅The IWT provides a 3 step dispute resolution mechanism:

✅For unresolved questions and technical differences, either side can approach the World Bank.

● Past Objections

✅One of the longest objections from Pakistan's side is regarding the Kishanganga Hydro-Electric Project (KHEP).

✅KHEP: diverting water for a 330 MW hydropower plant in Kashmir's Bandipora.

✅Pakistan had raised objections regarding the height of the dam.

✅India agreed to alter the design by lowering its height from 97 meters to 37 meters.

✅2010: Pakistan took the matter to the International Court of Arbitration.

✅2013; Court gave India a green signal for the project.

✅Pakistan had objected to the Salal dam project in 1970 over design concerns.

✅followed by the 900 MW Baglihar Hydropower project.

● IWT and Political and Border conflicts

✅IWT has been brought up a couple of times during geo- poliical tension
between India and Pakistan.

✅After Uri attack: PM states Blood and water cannot flow simultaneously.

✅Permanent Indus Commission talks were suspended for that year by the Indian side.

✅Pulwama 2019: India for the first time threatened to cut off water supply to Pakistan from the Indus River System.

● Conclusion

✅Though the IWT and geopolitical scenario are well connected, India never violated the treaty inspite of Pakistan's aggression at borders and their continuous activities to destabilize the region.

LIMITATION OF PORTUGAL

🏮 LIMITATION OF PORTUGAL.

📍 Portugal was a small country, and though developed rapidly in the field of commerce, its financial resources were limited. German and Italian merchants and merchant houses became the principal agents for distributing all over Europe the eastern goods brought to Lisbon by the Portuguese.

📍 Demand in Asia for European goods which could be exchanged for purchase of pepper and other eastern goods was limited. Hence, precious metals, especially silver had to be exported. But portuguese did not had Silver.

📍 The share of the private Portuguese traders in the Portuguese trade to Europe rose sharply, amounting to over 90 per cent of the total.

📍 The expectation of the Portuguese king that Portuguese control of the coastal trade of India would pay for the export of pepper and other eastern goods to Europe also remained a misnomer.

India’s Position on the Way Forward on Siachen

📝India’s Position on the Way Forward on Siachen

🔶India has stated that the present ground positions on the Saltoro ridge should be demarcated and authenticated on a map before any demilitarisation could be conducted, fearing that once India withdraws from the region, the Pakistan Army could occupy the high ground, something the latter was weeks close to doing when the Indian occupation took place in 1984 after operation Meghdoot.

🔶 India has therefore insisted that joint demarcation of the Actual Ground Position Line (AGPL) on the ground as well as the map should be the first step to be followed by a joint verification agreement and redeployment of forces to mutually agreed positions.

SCIENCE AND TECHNOLOGY

Decommissing the International Space Station

✅NASA plans to decommission the International Space Station (ISS) by 2031.

● What is the ISS?

✅The ISS was launched in 1998 as part of joint efforts by the U.S., Russia, Japan, Canada and Europe.

✅It operates in low-earth orbit.

✅The ISS has served as a laboratory suspended in space and has aided multiple scientific and technological developments.

✅ISS has consistently maintained a human presence for the past 21 years, providing astronauts with sophisticated technologies for scientific research.

Why is NASA planning to decommission the ISS

✅The space station has already surpassed that checkpoint of 15 years by being active for 21 years, with plans to continue operations till 2030.

✅However, the limitations on the life-cycle of the station are catching up. The ISS goes through 16 rotations of the earth per day, causing extreme temperature changes on the exterior.

✅The side facing the sun can get heated up to 121°C While the temperature on the opposite, darker side can fall to 157°C, causing intense expansion and contraction of the building material.

✅The orbital thermal cycling, coupled with dynamic loading, affects the longevity of the primary structure of the space station.

✅The technical lifetime is also limited by parts like radiators, modules and truss structures that tend to degrade over time.

What is the procedure to de-orbit the ISS?

✅NASA plans to remove the ISS from its orbit around the earth and eventually plunge it into the ocean at a point farthest from human civilization.

✅The space agency will use the dual method of natural orbit decay and a re-entry maneuver to bring an end to the ISS.

✅According to the plan, the earth's natural atmospheric drag will be used in lowering the altitude of the ISS while
setting up the de-orbit.

✅The space station operators will then provide the final push to it to lower the structure to the maximum possible height and ensure safe re-entry into the earth's atmosphere, leading it to Point Nemo over the South Pacific Oceanic Uninhabited Area (SPOUA).

✅The exterior of the modules is expected to melt while re-entering the earth's atmosphere. The exposed internal hardware is also expected to burn or vaporize during the process.

✅It is believed that denser components like the truss sections will survive the re-entry and fall into the SPOUA.

● Are there any environmental hazards associated with the plan?

✅NASA claims that the debris of the ISS that survives the re-entry will settle on the ocean floor and not cause any substantial long-term impact.

● What is the future of space stations?

✅As the ISS plans to end operations in space, new players are already lining up to replace it.

✅In January 2022, China announced that its space station will be ready for operations this year.

✅Blue Origin, the aerospace company founded by Jeff Bezos, has also announced its plans to build Orbital Reef, a commercially developed, owned, and operated space station in low-earth orbit. Blue Origin is working alongside Sierra Space on the project.

■ Decommissing the International Space Station

✅NASA plans to decommission the International Space Station (ISS) by 2031.

● What is the ISS?

✅The ISS was launched in 1998 as part of joint efforts by the U.S., Russia, Japan, Canada and Europe.

✅It operates in low-earth orbit.

✅The ISS has served as a laboratory suspended in space and has aided multiple scientific and technological developments.

✅ISS has consistently maintained a human presence for the past 21 years, providing astronauts with sophisticated technologies for scientific research.

● Why is NASA planning to decommission the ISS?

● What is the procedure to de-orbit the ISS?

Asian Waterbird Census (AWC)

🔆Asian Waterbird Census (AWC)

✅ Why in News: in the Asian Waterbird Census has found lower waterbird species diversity at East Delhi’s Sanjay Lake when compared to the count from the past three years.

✅ It is an integral part of the global waterbird monitoring programme, the International Waterbird Census (IWC), coordinated by Wetlands International.
✅ AWC is held in the month of January every year.
✅ The major regions covered under AWC are Southeast Asia, Australasia, East Asian – Australasian Flyway, region between Afghanistan and Japan.
✅ It was initiated in 1987 in the Indian subcontinent.
✅ In India AWC is jointly coordinated by the Bombay Natural History Society (BNHS) and Wetlands International.
✅During the census, the volunteers visit the wetlands and count the waterbirds.

AURORAS

AURORAS

◇ Aurora is the name given to the luminous glow in the upper atmosphere of the Earth which is produced by charged particles (solar wind) descending from the planet's magnetosphere.

◇ Positive ions slowly drift westward, and negative ions drift eastward, giving rise to a ring current. This current reduces the magnetic field at the Earth's surface.

◇ Some of these particles penetrate the ionosphere and collide with the atoms there.

◇ This results in an excitation of the oxygen and nitrogen molecular electrons. The molecules get back to their original state by emitting photons of light which are the aurorae.

◇ The charged particles follow magnetic field lines which are oriented in and out of our planet and its atmosphere near the magnetic poles. Therefore, aurorae mostly are seen to occur at high latitudes.

TEMPLES IN KASHMIR

🖍️TEMPLES IN KASHMIR

♦️The Kashmiri temple architecture has its unique features suited to local geography and are renowned for its exquisite stone carvings. Due to its location on the important trade routes, the architectural style is inspired by
many foreign sources.

♦️Temple making reached a great height under the rulers of Karkota dynasty and Utpala dynasty.

The main features of Kashmir style of architecture are:

♦️ Trefoil arches (Gandhara influence)Cellular layout and enclosed courtyard

♦️Straight-edged pyramidal roof

♦️Column walls (Greek influence)

♦️Triangular pediments (Greek influence)

♦️Relatively more number of steps

🖍️ ARCHITECTURAL IN KASHMIR

♦️Development of Kashmiri architecture can be broadly divided into two important phases of its political rule – early medieval Hindu phase and 14th century onwards Muslim rule.

♦️No major monuments that were made prior to 600 AD exist, except few Buddhist monuments like monastery and stupas (now in ruins) were discovered at Harwan and Ushkar.
